Is it possible to change my linked account DBS in Saxo to Revolut?

At this time, Revolut does not provide bank account details for sign ups in Singapore. So I don’t think it’s possible.

Transferwise does provide USD account details for sign ups in Singapore. Note that it can only be used for receiving USD and not for sending payments at this time.
I have used it for receiving USD but not with Saxo though.

You may want to try to register the Transferwise account for your Saxo USD withdrawal account. You will need to provide the account details and show proof of ownership and the account in your name with the statement.
