If the water conservation tax is 50%, what significance does it make even if one puts in the effort to save water?

For example, if one use $10 amount of water, the water conservation tax is already $5, then the total water bills would amount to 1.07% x $15 = $16.05. I have not even factored in water borne fees, refuse removal charges, gas and electricity charges.
