I’ve been doing monthly RSP in VOO for the last few years. Now that there’s Ireland domiciled S&P500 at only 15% tax on dividends, should I switch? Do I leave whatever’s in VOO to accumulate or?

yes, to perform even better switch to accumulating CSPX seems best way.
