How can I find a way to get Trip.com to honour a promise of a refund?

I am being passed backwards and forwards and getting nowhere!

Read the terms and conditions associated with the refund. Send them an email with a request for response within a reasonable time frame.
Check whether there are any other policies that allows you to get a refund, e.g. travel insurance, public announcement
File a dispute with the bank (not a huge change unless there is a fraud, but worth the try nonetheless.)
