Generally speaking, are the skills of specialists in National Dental Centre not as good as those outside clinics? How about the cost?

Depends on what kind of treatment you are looking for.

Also, if you are a CHAS (blue/orange) holder.

In terms of cost, if you go straight to NDC, you are counted as a 'private' patient and its no difference in cost with private clinic/hospital. To enjoy the large subsidies, you must be referred from polyclinic.
