TD Ameritrade, hands down.

Currently I'm paying about 0.65 USD per option contract. Desktop platform is really robust with straightforward UX and powerful tools. Mobile app isn't too shabby either.

TD does allow paper trading as well but do note that the prices are delayed. Hope this helps.ā€‹ā€‹ā€‹
