Does STI ETF pays dividend every year if I were to buy using RSP or are the dividends reinvested automatically every year?

Short answer, yes. The dividends are paid twice a year, normally in Jan/Feb and Jul/Aug.

And no, the dividends is not automatically reinvested.

Yes, STI ETF payout Dividend yearly to the same bank account that deducts monthly for Regular Saving Plan.
