What are all the fees which I have to take note of?
Is IBKR the cheapest broker with the lowest fee now for a DCA of $250 monthly/$750 quarterly?

Yes, IBKR is currently the cheapest broker for investing in LSE.
Commission fee - I believe it's about min 1.70 USD for tiered pricing for USD denominated stocks on LSE
FX fee - min 2 USD for currency conversion
With a DCA amount of $250/month, you'll be paying quite a lot in fees if you convert your SGD to USD every month. One way to reduce this is to DCA quarterly (and convert). Alternatively, you can also convert your SGD in a multi currency account like DBS Multiplier and remit your USD directly into your account. Even though the FX spread is poorer than IBKR's, this will cost you less than the conversion fee.
