Are commissions, CDP charges and GST counted as transactions in DBS Multiplier when I buy shares using DBS Vickers? How about IPO or rights subscription via ATM?

IPO, rights subscriptions application via ATM is flat $2 per transaction.

SGX charges Clearing Fees of 0.0325% & SGX Trading Fee of 0.0075% on the gross contract amount & SGX Settlement Instruction (SI) Fee of SGD0.35 per settlement.
