Would it be stupid to quit from my job to join a SGUP-CT if I'm keen in exploring the data analytics career?

One of them provides $1,200 allowance per month for 10 months. Another provide $1,500 allowance. But it seems like these courses are more for the current unemployed rather than people who resign and join.

You can try some free online courses first. If you think you will do better in data analytics you can consider quitting. But no guarantee that you will be hired after that. Think about what your career prospect will be and how the job market will change by then.
