Very interesting question but the answer is no. Because what he need most now is money to be injected in US market. If he would to tax us, would you still put money in us market? Most ppl and the hedge fund will probably move the money away from US market.What he have been doing now is to trying to reduce expenses and increase revenue to keep the US debt in check.

I dont think he will increase any capital gains or dividend tax on US market as many of his US wealthy friends will likely have to pay more taxes this way. As for non-US investors, I think he wont increase the capital gains or dividend taxes either as it might spook the market and also result in lower invest in US listed companies in the long term which is not what he wants. He wants the stock market to be as strong as possible.
