Will my non-SG Netflix account be charged GST?
My subscription is not in SGD, will it still be taxed?

No. it will not be taxed as the account will be charged the foreign rate (plus foreign VAT where applicable).
To avoid IRAS from detecting this, do not publicise your attempt to circumvent the GST by subscribing to a foreign account.
