With the inception of IBKR SG, Singapore residents can no longer open an account with IBKR US.

IBKR SG is not listed as a member of SIPC. However, you can check with them if their custodian for US securities is covered - for example, TD Ameritrade Singapore is not a SIPC member but its clearing agent TD Ameritrade Clearing, Inc. is.
