Why does the Singaporean government offer scholarships to foreigners studying at our universities, while not offering as many to local students?

Just curious to know the rationale of our political leaders and why they do this. Are we handicapping our local students?

to offer competition not only to the work force but also the education system. To seek and improve our locals capability in this type of environment.
also we have declining birth rates, by giving scholarships, these scholars from other countries will be bonded in singapore and might extend and become citizens of singapore.

The truth is there are many talents from overseas which are better than local students.

By giving scholarships to such talents you enhance the overall productivity and competitive position of different industries within the country.

picture it this way if you have a choice to pick the best basketball team in the world and you can choose any player.

Would you choose the NBA all stars or would you pick an aspiring rookie that may be the best player in Singapore?
