Why smart academy asia courses only cater to local university students? Shouldn't the rates be standardised for all students ?

The criteria for claims of up to 100% is not just for local university students. The following are eligible:
Singaporeans who are

Full-Time Public University Student
Full-Time Polytechnic Student
Full-Time ITE Student
Full-Time NSF
ORD Personnel (ORD Date within 6 months from course start date)
