Why Do You Need an HDB Loan Eligibility (HLE) Letter?

HDB buyers who wish to get an HDB concessionary loan need to first obtain an HLE before committing to the purchase.

I think my monthly household income with my spouse will exceed $14,000 by the time of key collection. Does this mean that I will not be eligible for HDB loan at the point of time of the final HLE?

During my second HDB appointment, I indicated for HDB loan. My BTO key collection is end 2022. Can I change to Bank loan now instead? If ok, by when i need to decide to go for bank loan? thanks!?

We are Singaporeans, 400k BTO (HDB loan + ready in 2 years). $3.7k household income (no kids). Will HDB recalculate our loan eligibility and income might be insufficient?

If buy HDB Resale and use HDB loan first, then change to bank loan, need top up downpayment?
