Why do fixed deposit accounts still exist with SSBs having better rates and more liqudity?

SSBs have limits plus you may not get all the allocation you want.

There could be a distrust in the government, lack of understanding of a bond, lack of education and sales people selling SSBs as compared to FDs whenever they step in a bank, etc.
