This generally depends on the market and also your method. Let's talk about the Singapore market, you can definitely short through CFDs, and regular shorting as well. The difference is that CFDs allow you to hold your short position until you decide to close (with charges) whereas a regular short position needs to be closed by end of trading day.
Most platforms should allow you to short. CFDs may be another matter entire, so check with your preferred broker.
