NTUC policies have recently shown to give one of if not the highest guaranteed amounts. WealthSolitaire and GroPrimeSaver and the new GroCash Harvest are possible options.
Another option would also be China Taiping Infinite Harvest, slightly higher guaranteed as compared to NTUC Wealth Solitaire.

Hi anon,
This really depends on a number of factors, such as
Your current age
The premium payment term
The age you want your payouts to start (and by extension, the amount of time you have to accumulate)
The duration of the payouts
In general, Aviva and Manulife tend to have very similar guaranteed returns. NTUC is slightly behind, but still decent. However, I would urge you to speak with an independent financial advisor in order to understand the choices that suit your particular situation. You'll also need to understand the finer details between the plans that may affect your decision (e.g. NTUC's definition of disability is different from the defintions adopted by Manulife), which an advisor should be able to highlight to you.
