Some of the most well-known places for money changers are The Arcade in Raffles Place, Mustafa Centre in Little India, and People’s Park Complex in Chinatown. I usually exchange SGD-RM at The Arcade or the one at Bishan Junction 8. But I don't think it's worth exchanging RM-SGD nowadays so why don't you just keep it for your next shopping trip to Msia?
Nowadays I just use a international debit card like Youtrip, Wise or Revolut because you can simply exchange money when the rate is good and use it on-site. You can also withdraw money at the appropriate ATMs.

Now if you do your homework on Wise, you'll find plenty of complaints about it closing down accounts for no reason. However, Wise has to meet strict regulations in order across multiple international boundaries so be sure to familiarise yourself with the terms and conditions, and don't direct business income into a personal account for example.
If you hang out in a place that allows you to use credit cards, then Trust is also quite good because it uses the fx rate on the day and has no fx fees (although I've read online that people are pissed with the customer service with regards to late payments or being chased for a single cent that's still due for payment on their account).

I used to exchange at The Arcade. Very competitive rate if not the best. If you have CIMB account in Singapore and Malaysia, that could be a good alternative. The exchange rate is competitive too.

I usually change money right across the border, at level 1 of city square mall. So far, the rates there has been among the best. I think the minimum to change is SGD$50 now.
