When HDB says your combined income should not exceed $14k, does $14k include bonuses and AWS? Or is it just the basic salary of both parties?

No, bonus not counted.
Only the amount you get at a regular basis, unless your company divide AWS into 12 and put inside your salary.
They will take your 3 month salary and calculate your average gross monthly income.
