What should I take note of when buying condo before BTO key collection?

Hi! I understand that 5 year MOP for BTO will only start after key collection. What are the things to take note of for someone buying a condo before they have collected their BTO keys? It seems like it is possible but do the ABSD / TDSR / LTV limits apply for ownership of 2 properties?
