What’s the difference between a full bank licence VS a wholesale bank licence?

Saw that Grab and SingTel got the full bank licence while ANT Financial got the wholesale bank licence? Is the full bank a subset of the wholesale bank?

Full bank licence, same as our 3 banks, what they doing now.

wholesale bank can only serve SME & non-retail customers
