What's the average COV (Cash over valuation) πŸ’΅ for HDB resale flats now?

Nowadays almost one in three buyers needs to pay COV and given the resale prices are at all time high, how much COV are homebuyers expected to fork out?

Personally found the stackhomes crowdsource compilation quite useful for assessing COVs (for HDBs). - https://stackedhomes.com/editorial/hdb-cov-data... - good for reference.

After all, a lot of factors - e.g. condition of the flat - well renovated or not, later built/future amenties and whether work from home still persist have some influence over home prices/COV. Otherwise just seeing the past 6mths transactions in HDB website (by postal code) - https://services2.hdb.gov.sg/web/fi10/emap.html (select resale flat prices of this block + resale trans within 200m of block) - for me is a good guage of the market price.

I have seen mailers offering $30,000 COV for flats in the East. Not sure how they can accurately gauge the valuation price?
