I'm currently using a Citi Rewards card, but am thinking of cancelling it then applying for a Citi Premier Miles card instead. I am wondering what happens to the points I've accumulated upon cancellation, are the points stored on the card or on my Citi account?

The points will be tied to your card account. So if you cancel it the points will be forfeited.

The points are stored in your card, so cancellation means good bye to the points. Suggest you redeem them before cancelling the card.
Just a side note, Cit Rewards Card gives you ThankYou points while Citi Premier Miles gives you Citi Miles. Both are different, and they don't pool.
