What counts toward the min spending to collect cashback?

I have a OCBC 365 card which requires $800 of min spend.

I understand that the food categories that qualifies for the cashback are

MCC 5812 (Restaurants and eating places); 

MCC 5814 (Fast Food Restaurants); and 

MCC 5811 (Caterers)

If I were to dine at a place that uses MCC 5813, will the amount spent count towards the min spending of $800 even though it doesn't qualify for cashback?

And does utilities bill (gas and water) count towards the min spend as well?
