The best are:
-VOO
-IVV
-VUSA
they all are completely O.K., with the small TER differences almost irrelevant.
From a tax treatment perspective Ireland domciled VUSA seems prudent.

Yes the Irish domicilied ETFs could be more attractive with their 15% withholding tax on dividends. Examples of these ETFs listed on LSE include:
CSPX - iShares version
VUSA - Vanguard version in GBP
VUSD - Vanguard version in USD
VUAA - similar to VUSD, but the dividends are reinvested automatically. This is a relatively new ticker hence the trading volume may not be as high comparative to the more established three above.
