The helpline mailed us that on-line instructions supposedly on Account Management screen don't work for joint accounts!
Being in Europe, and in need of this cash, we just don't know what to do, as the phone line never answers. Does anybody with a joint account have the same problem to withdraw, convert or transfer foreign cash? Thank you for any suggestion (apart from flying to Singapore...)

When You'd convert currencies for this, always (currently) use TransferWise,
another option being CurrencyFair

Actually we managed (at last) to get a human being picking up the phone (only way was to call at 3am SG time - always busy during SG day). The guy asked various security questions, confirmed our saving account in DBS bank, and it took only one day to:
first do the FX conversion into SGD (I saw the amount move from USD to SGD column on our Vickers account)
transfer the SGD from Vickers to our saving account.
In fact easy, provided we can get somebody to pick up the phone! For people (like us) who have a joint account, the phone is the only solution as the "on-line instructions" in "account management" are not visible for them.
