Understand that the proposed $33 billion Fortitude Budget for funding COVID-19 aid will be debated in Parliament today. Why does it need to be debated? Isn't it something already passed?

Wondering if anyone can enlighten on why will there be a debate and what will the debate be about? Wouldn't it be something the Government has already decided before announcing to the people that it will be launched?

Basically is for the opposition party to air their views.

If I'm not wrong the initial discussion doesn't include the opposition party.
