There's a Government initiative to help low-income families living in rental flats. What about middle-income families that just passed the criteria classified as middle-income? What help do they get?

I just feel that there are groups of people that are not getting help and support they need as some fall through the cracks. Understand that the Government needs to prioritise and give help to those who need it most and the most urgently. But an example of how a family that barely passes the criteria to be classified as middle-income may be struggling as they do not qualify for such government support but yet still need help.
