The combined income of my partner and me is above the BTO income ceiling. If I am unemployed for a few months, how will it affect "average gross monthly income" calculation? Can we qualify for BTO?

When I applied in 2018, I emembered it was based on the past 6 months income from the month that we are applying. So as long as it doesn't bust the average 6 months income during that period, I reckon you are safe!

When I called HDB, they said they will evaluate income eligiblity based on your income of that month that you're applying. I asked, are you sure it's not 1 year average or 3 months average, she said as long as on that month the transcation happens and that month's pay is above 14k, you're not eligible
