BTO Enhanced Housing Grants - how is average gross monthly household income calculated ?

May I ask how is the "average gross monthly household income" determined ? Is it
1) With a monthly pay of 3000 before cpf, it's counted as 3000 gross monthly income
OR
2) Annual income (inclusive of bonus and AWS) divided by 12 to get the average gross monthly income ?
