Yes it includes PR with Singaporeans as spouses, children or parents. Or LTVP with Singaporeans as spouses.

basically residents who are in Singapore for long term.

PR get $300, not as much as citizens but better than nothing.

PR or LtVP unless their spouse is Singaporean,singaporean parent or child who is singaporean....will get $300.
