I'm thinking of having a spine surgery. My uncle recommended me a doctor in NUH. I've yet to consult the doctor.
I've a plan 2 aviva insurance which covers me up to A Ward. Will I be covered for my surgery since he's based in NUH which is a public hospital?

From experience, even if it is gov hospital, if you directly go to him for consultation, it is charged as private rates. i suggest first check with aviva agent/customer service what needs to be done. generally, i believe they will have a panel doctor for you to first go see and then get a letter of recommendation that the surgery is medically required. with that, there is black and white that aviva cannot dispute coverage. also, better reconfirm what is covered or not covered under your plan. ward, medication, pre and post care, therapy, scans, etc etc
hope this helps. all the best.
