The best way to go about it is to do a financial analysis and projection to derive your target price... If you believe that Singtel is worth more than $2.59 depending on your target holding period, then you can hold it and DCA downwards.

If your target price is lower than that, it might be more beneficial to cut losses and sell.

You have to ask yourself first, why did you purchase it in the first place? Was it to try to gain a quick profit, or was it that you see long-term prospect for Singtel in which it the share price will increase? If you want to sell, do you already have another opportunity to jump into another stock? If you just want the cash, isn't it better to hold it in Singtel first?

In my own personal case, I was holding some badly hit REITs and decided to sell them at a loss so i can re-deployed them to a few US stocks I was looking at.

So, try to rationalize your thought process first and see what the next best move is.
