The problem with covid is the undetected cases. So when the passengers are boarding, all the checks can be in place to filter possible covid cases. However, by the slim chance that one of this passengers actually has covid and boards, he/she will infect most people on board. If the cruises are able to isolate the cases great. But if a large number of passengers are infected, then we might have a case of the cruise ships being unable to dock or the ship docks but the passengers are kept on board unable to go home as a form of quarantine. At the end of the day, this is all hypothetical, so if you think it is worth the risk then go for it!
