Yes you can withdraw all monies after 1 July and will not incur any penalties.
However, I think it is still good to keep some monies in Jumpstart since it is still a fuss free savings account that gives 1% interest in a low interest rate environment.
Maybe consider Singlife for its 2.5% pa for the first $10k?
