Let's assume that you have a general miles card that earns 1.2 miles per dollar. When you spend $180 on geenral goods and services, you will get 216 miles in return. However, paying the annual fees give you more than 40 times more miles.
At this point, it will depend on how much you value miles to determine whether it is worth the cost.

Hi Anon,
It depends on how much you value 1 mile. In the miles community, a mile is often valued at 1.9c, so anytime you are able to get miles at a cheaper price, it becomes worth it.
In this case, you are effectively paying 1.8c for 1 mile, which would make it a decent offer, but not amazing.
Since this deal isn't amazing, I guess it comes down to whether or not you feel like converting cash into miles. Some people wouldn't feel comfortable because they don't know when international travel will be able to resume in a stable manner and would rather hold cash.
