I have a life plan but I am looking at term plan with CI coverage. Currently have Aviva Group term plan with CI coverages but the premium increase tremendously during 40s+. For this reason, I am looking for a term plan with fix annual premium and one particular plan that caught my interest is Tokio Marine which has a annual premium of $519 for 300k TPD and 30 CI coverage from direct purchase. Is this better?

Yes, direct term is better. Get the one until age 65, and go for the max $400k if u can. Just use comparefirst.sg to see which is cheapest.
The aviva is good for if u just want cover for death. You can consider dropping the CI, and keep a smaller life coverage if u feel u want the additional protection for your family.
