I am a newbie who started studying on investment recently. I invested a lump sum amount back in 2018 and its been downward trend so far (-27.50%). Was thinking if I should either do another lump sum or DCA when the share price is low now?

Perhaps you should try to revise the strategy you are using to include different stocks from various geographical areas and sectors to diversify your risks. You can DCA buy purchasing some more, however, you cannot be sure that in the short term, the stock will rebound. A better strategy would be to use both time-in-market and market-timing strategy to build an all-weather portfolio.
DCA should be used in a fund where you know that you are already diversified and it should produce steady returns, at least 10% a year.
Market timing strategy is to be used in a specific event-driven catalyst. Here you are looking to at least x2 your money.
There are other strategies you can use to repair your portfolio. Acquiring more financial knowledge is like building a toolbox. Knowing when to use a hammer, a screwdriver, or a plier is key.
