Re-applying for credit card: if i cancelled a dbs card on 1st july 2022. and i apply for a card on 9th july 2023, will be considered a new or existing cardmember?

I was just worried how strict the t&c of "have not cancelled any Principal Credit Card within the last 12 months". is it by months or by days.

Why dont you apply in Aug? Just in case.
