I get that it also depends on certain situations. For example, someone who doesn't have to worry about money can easily choose passion since earning a lot of money is not very crucial. But assuming that money matters, how would you choose?

Both aren't mutually exclusive. The thing about passion is that it can change over time.
When I was in secondary school and in JC, I was interested in literature and wanted to do a Psych + Lit double major in university. However, lit was my worst subject in school and I struggled to critically analyze poems and other texts. And although I was interested in Psychology, I was discouraged from doing a degree in it by my family.
So, I ended up choosing a more technical degree, and my interests now revolve around distributed systems and personal finance, both of which are very different from what I used to be passionate about.
The whole passion vs money debate is pointless. It assumes you only have time to do either, but in reality, it boils down to how you balance your time between the two. You most likely need some baseline level of income in order to survive comfortably. You can then allocate some of your free time to explore your passions.
