Depends - if you cannot pay bills / expenses and end up incurring additional fees, then yes. but in the first place, i think you need to try to cut the expenses even before you get into this situation.

My parents "borrowed" from me after asking me. As a child I want the best for my family too, instead of them having to borrow money outside. I think it builds trust when they returned it to me very quickly too.

honestly there are many ways to get extra money in Singapore. Like yesterday I attended a two hour focus group discussion on parenting and earned $50 bucks. Or using Seedly rewards to buy latte for myself and fruit breakfast tea for my wife (thanks, Seedly!) or recycling paper and cardboard to earn petty cents with Sgrecycle. you just need some imagination and resourcefulness to find all these avenues.
I just feel it's hard to set a good example and teach values like integrity and frugality if you use your child's hongbao money
