My dad had shares in Renewable Energy Asia Group prior to his passing. It was suspended in 2015 and I found out that it's now been delisted since Feb 2020. Any advice?

It states there's no exit offer nor share certificate.
Does this mean all cash invested is gone? Is there anything that can be done?

Is there any proof of ownership of the shares?

If there is, and it is delisted, you have to check with the company if they still want to buy out your shares. If not you got to find someone who will buy out from you privately.
