Not necessarily.

Typically, fixed rates at signing will have lower rates than discount off tariff (DOT) plans. This can change if electricity prices go down where the discounted tariff ends up being lower than the fixed rate. However, DOT will always be cheaper than the regulated tariff, which can be good if you are just looking to pay less than what SP is offering you at the moment.
