I notice there is dividend tax of 30% for US stocks. Do stocks in China or Hong Kong also have similar charges or tax?

It is 10% for China, and 0% for Hong Kong. This may vary depending on your tax residency.
However, even if you invest in a stock listed in Hong Kong, it doesn't mean that you will pay no withholding taxes at all. Just like foreign ADRs listed on US markets, the tax is dependent on the country where the company is domiciled in.
