Is there any petrol company that gives 14% upfront discount regardless of the credit card used?

Received a Maybank promotional email about their Family&Friends credit card.
One of the points states that u can enjoy up to 20.88% petrol discount. 14% upfront discount + 8% cash rebate. I search thru all the petrol companies, none of them has a promotion with Maybank.
