I am wondering if I should top up Medisave to hit BHS. It seems that there are quite a number of limits to what it can be used and how much it can be used annually. Does it make sense then to hit BHS?
What will happen to the amount remaining if one passed away?

If the MA has reached BHS, contributions that were supposed to go to the MA will flow to the SA. If the SA is already at FRS, then it will flow to OA. So there is the waterfall effect.
My view is that I build up savings that can be used for my medical bills when I need and also to build up my retirement savings. Which is automatically done by CPF.
