So for example, I spend $2200 my first 3 month (Jan to Mar) of getting the card and get a rebate of $300. I continue to spend $2200 for the month of Apr and my statement for this month is $1900 ($2200 - $300 rebate) .
What is the considered the spend for the month for the month of Apr? $2200 or $1900? I'm asking since it will affect the amount of rebate i get for the quarter of Apr to Jun, $300 or $100.

The eligible spending is based on what you spent on your card, before any rebate.
In your example, your eligible spending for April will be $2,200. On the other hand, the amount payable to your credit card bill will be $1,900 (less than $300 rebate).
As for the rebate, you need to count your billing quarter. The first month of the billing quarter is the month of expiry shown on your card.
By the way, the most that you should be spending on your UOB One card should be $2,000 since the additional $200 does not yield any cash rebate.
