Is the min. charge requirement of $3 for transactions for the BOC Elite Miles World Mastercard considered the avg amount across similar cards?

BOC gives u miles from $1 up

only UOB gives u miles in $5 blocks

The BOC Elite card will gives you miles from first dollar up.

UOB also imposed minimum spending and only gives points or mileage per $5 block. So if you spent $4.90 you get only very very minimum rewards rebate instead of miles
